 Of course, the user can detect corrupt blocks at the moment they attempt to read those blocks, but it is better for the Database Administrator to discover that before the users do. There are many tools that assist the Database Administrator in detecting corrupt blocks.

Generally, when trying to read a corrupt block, the user will see a message indicating this, such as ORA-01578, which means that this block is corrupt.
