Background Trace Files are generated automatically at the moment a problem occurs, but User Trace Files are generated only on demand. The user can create User Trace Files to monitor the activity of Sessions. For example, if the user notices that the Session they are working on is running slowly, they can create a User Trace File for these Sessions to monitor the performance of that Session and identify the cause of the slowness. This way, they can understand what is happening precisely in that Session. Generally, User Trace Files are stored in the path specified in the variable USER_DUMP_DEST.
