Resource Manager Configuration

To configure the Resource Manager, we will use two packages:
- DBMS_RESOURCE_MANAGER: This package is used to create plans, directives, and consumer groups. It is also utilized to create the pending area, which is a space allocated in the SGA memory. This memory is used to work with Resource Manager objects, allowing the storage of entities during their configuration. Additionally, this package creates directives, where a single plan can contain a set of directives, and these directives are created individually.
- DBMS_RESOURCE_MANAGER.PRIVS: This package is used to assign users to consumer groups and to grant the necessary privileges for managing the Resource Manager.
